The incident unfolded in Woonsocket, Rhode Island, when a small, nervous Yorkshire terrier was startled by a passing vehicle and dashed into a tunnel.
Peggy Edwards witnessed the situation and was concerned for the dog’s safety. She worried that attempting to help could scare the dog further into the tunnel, so she turned to the Woonsocket Police Department for help.

Officer Joe Brazil responded promptly. As Peggy recounted her experience, the Officer showed no hesitation in rescuing the dog. Peggy later shared, “He plunged in without a second thought and emerged with a very wet, scared small dog.”

Before crawling into the tunnel, Officer Brazil removed his shoes and socks to avoid startling the dog more. He slowly approached, allowing the dog, named Cece, to smell his fingers.
Once close enough, he gently lifted the frightened pup to safety. “It almost appeared like she was saying thank you. She seemed to know I was there to help,” Officer Brazil later told WJAR NBC10.

Cece, it turned out, was not a stray. Her owner, Michelle Perez, was thrilled to reunite with her beloved pet. Michelle explained that Cece, just five months old, had escaped the day after her mother-in-law gifted her the puppy. “I couldn’t sleep, all I kept doing was driving around and calling her,” Michelle shared.

Thanks to the attentive efforts of Peggy Edwards and Officer Joe Brazil, Cece was safely returned to her grateful owner. This story of a heroic rescue highlights the positive impact of community cooperation and kindness.
